Papua New Guinea (PNG) becameindependent in 1976 as a constitutional parliamentarydemocracy. The country has four regions (Highlands, Islands,Momase and Southern) and 21 provinces including theautonomous region of Bougainville and two new provincesrecently created in the southern and western parts of thehighlands region. Another province-level division is theNational Capital District, which comprises the capital city,Port Moresby. Each province is divided into electorates thatvote for members of parliament as well as for a provincialmember of parliament, who serves as the governor of theprovince. The country has a population of just over sevenmillion, with an estimated population growth rate of 2.8percent. Nearly half of PNG's population is under theage of 20 and the number of young people is expected todouble in the next 20 years. Youth unemployment is high andrising, with only one in ten school graduates finding jobsin the private sector. With many young people leaving theirvillages in search of jobs in the towns and cities, there isa shortage of employment opportunities, which hascontributed to the expansion of (mainly male) urban youthgangs, exacerbating problems of law and order.
