【 摘 要 】

The second Urban Local GovernmentDevelopment Program (ULGDP II) will enhance theinstitutional performance of participating ULGsindeveloping and sustaining urban infrastructure and services,through provision of three interlinked and mutuallystrengthening tools: (i) Performance-based investmentgrants, (ii) objective and neutral annual performanceassessments, linked to the size of allocations and (iii)comprehensive capacity building support to the cities and tothe regions to enhance their capacity in supporting ULGs aswell as support to the implementing agency. The Ministry ofUrban Development, Housing and Construction (MUDHCo, theMinistry) will be the agency in charge of the Program, asunder ULGDP. The Ministry will be supported in areas ofcapacity building framework for regions, monitoring,reporting and project management and the Program alsoencompass capacity building to the Ministry to perform itscore role related with the Program objectives.
