【 摘 要 】

The three large South Asian countries(India, Pakistan, and Bangladesh), which are the focus ofthis report, have drawn up large power capacity additionplans to provide for the rapidly increasing electricitydemand in the region. The global financial crisis (thecrisis), which became acute from September 2008 with thecollapse of Lehman Brothers, has had a widespread impactacross the world and across sectors through inducingrecessionary conditions including falling demand, freezingfinancial markets, and loss of confidence. The purpose ofthis report is to assess whether the ambitious plans ofthese countries were adversely affected by the globalfinancial crisis, and where relevant, to be able to planbetter for such future shocks. The report is structured asfollows: it starts with the executive summary. After thisintroductory chapter (chapter one), there are detailedcountry chapters (chapter two to four) which, inter-alia,map the different sources of financing available to thepower sectors in the three target countries and discuss howthese sources were affected by the crisis (if at all). Animportant aspect of this assessment has been the attempt toring-fence the impact of the crisis per se on power sectorprojects, as distinct from other policy, implementation, andinstitutional capacity constraints that already exist.
