Competition in domestic markets iscritical to ensure increased international competitiveness.Firms facing more intense competitive pressures are morelikely to introduce new products and upgrade existingproduct lines. Firms usually acquire many of their inputs(such as transportation, energy, construction, andprofessional services) in local markets. Competitionpolicies are defined as the set of policies and a lawensuring that competition in the marketplace is notrestricted in a way that reduces economic welfare. Thisreport reviews the current status of competition policy inTurkey, focusing on the economy-wide enforcement ofcompetition rules and on specific regulations and governmentpolicies that affect product market competition. Economicand legal analysis is used to identify key challenges and topropose specific areas of intervention and reform. Inaddition, this report provides an evaluation of thepotential benefits of pro-competition policies. Turkey isbenchmarked against other economies that representinternational best practice, as well as regional and globalstandards, with particular reference to European Union (EU)countries. This study finds that although Turkey has madesignificant progress in enforcing competition laweffectively, it still faces challenges in achieving acomprehensive and coherent policy framework to promoteproduct market competition. The study also finds that thereis significant scope to achieve efficiency gains fromprocompetitive sector policies and more effectiveeconomy-wide competition policy enforcement.
