【 摘 要 】
Establishing robust, equitable, andeffective social protection is essential to reducing povertyand boosting prosperity at all levels of development. Thedemographic transition that has already transformed mosthigh-income societies will exert similar and growingpressures on others, reinforcing the role of pensions andsavings for old age as a central pillar of social protectionsystems. One possible solution that has emerged in recentyears that offers the potential to overcome this challengeis the provision of contribution matches to provide animmediate and powerful incentive for participation inpension saving systems. Originating in several high-incomesettings there are now a number of innovations andsubstantial experience in low-income countries in using thisdesign to stimulate coverage and savings. This experiencenow provides a rich opportunity for learning, not just fromthe longer experience of a few high-income countries butalso the more meaningful South-South learning acrossdeveloping countries.This volume, which reviewsthe experience with matching pension contributions acrossthe range of countries that have used the design, makes aninitial, but critically important investment in thislearning process. The description and analysis of thisexperience which is the product of partnership andcollaboration across many public and private institutionsprovide an invaluable early assessment of the design toinform policy makers and practitioners as well as serve as amodel for the kind of cooperation that will be required toaddress this difficult challenge. At the World Bank, we lookforward to being part of this learning process of how tobest provide old-age security for all.
