【 摘 要 】

This evaluation reviews the World BankGroup's (WBG's) experience with guaranteeinstruments during 1990-2007. Although these instrumentshave been an established product line of the WBG for twodecades, they have not been rigorously evaluated across theWorld Bank, International Finance Corporation (IFC), andMultilateral Investment Guarantee Agency (MIGA). The studyasks three main questions: (1) should the WBG be in theguarantee business? (2) Have guarantee instruments in thethree WBG institutions been used to their potential asreflected in WBG expectations and perceived demand? And, (3)is the WBG appropriately organized to deliver its range ofguarantee products in an effective and efficient manner? Thechallenge for the WBG is to create an environment in whichguarantee and insurance products can be deployed alongsideother WBG instruments in a flexible and efficient manner tomeet client needs. The report concludes that maintaining thestatus quo, particularly in the delivery of political riskmitigation products, ought not to be an option. It suggeststhat WBG senior management should decide whether to take aset of collective and individually tailored actions withinthe current institutional structure or to adopt a neworganizational structure for product delivery.
