【 摘 要 】
The book is divided into two parts. Thefirst part macro federalism provides a fresh look atemerging constitutional challenges arising fromglobalization and the information revolution, as well as thedynamic-efficiency and growth implications of existingfederal constitutions. Several aspects of these systems areexamined: (a) institutional design to achieve internaleconomic union; (b) policies for regional development; (c)conduct of monetary policy; (d) coordination of fiscalpolicies, with a special emphasis on tax harmonization; and(e) management of risks of insolvency from sub-nationalborrowing. The second part of the book local financeprovides a comparative perspective on local finances andmeasures the progress of decentralized governance reforms indeveloping countries.
