Attempts in Africa to use ExportProcessing Zones (EPZ) as an instrument for economicdevelopment, with the exception of Mauritius, have been lesssuccessful then in countries in East Asia, Central America,and the Caribbean basin. This paper examines the literatureon Export Processing and Free Trade Zones. Successful zonesin Mauritius, Tangiers, Panama and the Dominican Republic,were visited and investors, developers and governmentofficials in the zones were interviewed in order todetermine what were the factors that resulted in theirsuccess. The paper concludes that there is substantialpotential for African countries to benefit fromexport-oriented growth based on the development of EPZs. Anycountry attempting to develop an EPZ program will have toenlist the concerted and coordinated support of itsdevelopment partners in the implementation of its program.
