【 摘 要 】
Decentralization has the potential tocontribute to the democratization of society, promotion ofefficient delivery of public services, and bridging the gapbetween the state and civic groups. It is the basis forlocal self-government, which eventually leads to goodgovernance. In the context of Zimbabwe, civil societyorganizations play a critical role in representing citizenson social, political and economic issues. One clear exampleof improved governance due to citizen involvement is thecase of the City of Harare Combined Residents Association (CHRA).
