【 摘 要 】

The authors examine the impact of ethnicsegmentation in education on educational outcomes. Between1991 and the late 1990s, the Albanian Kosovar populationreceived education services in an informal system parallelto the official one. Using the 2000 Kosovo LSMS Survey data,the authors exploit cohort differences in exposure to theparallel system to estimate its effects among Albanianyouth. The first (untreated) cohort includes individuals whoentered secondary education before 1991 when the"parallel" education system was initiated. Thesecond (treated) cohort includes individuals who enteredsecondary school in the last ten years under the ethnicallysegmented education system. To disentangle the effects ofthe changing system and economic environment, and thechanges in the characteristics of the population, aOaxaca-type decomposition is used. The results suggest thatthe past decade of ethnic tension has claimed a substantialtoll on the educational outcomes of young male AlbanianKosovars. In addition to declines in enrollment rates insecondary education, those who are enrolled are expected tocomplete one less year of education. However, secondaryschool enrollment for girls increased during the parallelsystem, but with a sharp decline in the expected number ofyears completed.
