【 摘 要 】
While liberalizing key factor markets isa crucial step in the transition from a socialistcontrol-economy to a market economy, the process can bestalled by imperfect information, high transaction costs,and covert resistance from entrenched interests. The authorsstudy land-market adjustment in the wake of Vietnam'sreforms aiming to establish a free market in land-use rightsfollowing de-collectivization. Inefficiencies in the initialadministrative allocation are measured against an explicitcounterfactual market solution. The authors' testsusing a farm-household panel data set spanning the reformssuggest that land allocation responded positively but slowlyto the inefficiencies of the administrative allocation. Theyfind no sign that the transition favored the land rich orthat it was thwarted by the continuing power over land heldby local officials.
