【 摘 要 】
In the preface to this report, it isasserted that, "history hovers... over any discussionof fiscal federalism in Russia." This report not onlyreviews that history, but also follows it to the presentsituation with respect to the difficult policy choicesfacing the new Putin-led government, and neatly linksRussia's choices with the broader issues facing anycountry undergoing intergovernmental reform. Thus, theauthors weave into the discussion the dynamics ofRussia's options with respect to deciding who deliverswhat services and how to finance these services with thequestion of the fiscal politics of change, or theintergovernmental and inter-regional balancing andcounterbalancing of power. Furthermore the authors tie thesequestions together with those of how to implement goodgovernance: should it be piecemeal or unified, asymmetric oruniform, and centrally driven or locally controlled? Thisreport also initiates the first in a series of studies thatwill be published in the World Bank Institute'sLearning Resource Series on the issues of governance anddecentralization as they are framed by the WBI'sbroader set of programs in public finance and financial management.
