【 摘 要 】
The report's objectives are i) tobetter understand the nature and magnitude of urbantransport problems, particularly in respect of the poor, andii) to articulate a strategy by which the World Bank andother agencies can assist national and city governments toaddress these problems. The first part of the reportconsiders how urban transport can be used as an instrumentof urban development and poverty reduction. Chapter 2discusses how transport reduces poverty. Chapter 3 examineshow urban transport policies can be focused morespecifically on meeting the needs of the poor but touches onother transport related aspects of the quality of life ofpoor people. Chapter 4 considers the urban environment,focusing on air pollution to which the poor are particularlyvulnerable, while Chapter 5 considers problems of personalsafety and security. The second part of the report considershow the objectives can be pursued by using a range ofinstruments. Chapter 6 considers the provision andmanagement of road infrastructure. Chapter 7 discusses roadbased public transport, including the role of the informalsector. Chapter 8 considers the role and limitations of masstransit. Chapter 9 pays special attention to non-motorizedtransport. Chapter 10 raises the issues of pricing andfinancing, and Chapter 11, looks at institutionalarrangements. Finally, Chapter 12 discusses the implicationsfor the instruments and lending strategies of the Bank.
