【 摘 要 】
The purpose of this report is to assessprogress to date in implementing the World Bank'sstrategy for governance and public sector reform, ReformingPublic Institutions and Strengthening Governance: A WorldBank Strategy. It is organized according to the goals andcommitments laid out in the Strategy itself, to allowreaders to track to what extent the Strategy is beingimplemented. Part I synthesizes progress and issues acrossthe Bank, while Part II highlights specific challenges andapproaches of individual Regions, the Development ResearchGroup, and World Bank Institute. The treatment of governanceissues and the focus on institution building in CountryAssistance Strategies (CASs) and Bank programs haveincreased steadily over the past four years. Almost allrecent CASs diagnose the governance situation in therelevant country, and lending for governance and institutionbuilding has increased significantly. Operations EvaluationDepartment and Quality Assurance Group ratings indicate thatthe quality of the public sector portfolio has improvedconsiderably and that the number of projects at risk has fallen.
