Land policies are of fundamentalimportance to sustainable growth, good governance, and thewell-being of, and the economic opportunities open to, bothrural and urban dwellers - particularly the poor. To thisend, research on land policy, and analysis of interventionsrelated to the subject, have long been of interest to theBank's Research Department, and other academic, andcivil society institutions. The report aims to strengthenthe effectiveness of land policy in support of development,and poverty reduction, by setting out the results of recentresearch in a way that is accessible to a wide audience ofpolicymakers, nongovernmental organizations, academics inthe Bank's client countries, donor agency officials,and the broader development community. Its main messagerests on three principles: 1) provision of secure tenure toland improves the welfare of the poor, particularly byenhancing the asset base of those whose land rights areoften neglected, and, creates incentives needed forinvestment, paramount to sustainable economic growth; 2)facilitation of land exchange, and distribution, whether asan asset or for current services, at low cost, throughmarkets, and non-market channels, will expedite land accessby productive, but land-poor producers, so that onceeconomic growth improves, financial markets would rely onthe use of land as collateral; and, 3) governments'contribution to the promotion of socially desirable landallocation, and utilization. The report discusses mechanismsto promote tenure security, demonstrates the importance ofrental market transactions, arguing the removal ofimpediments to these can generate equity advantages, andpositive investments. It also illustrates mechanisms,ranging from taxation, to regulation and land use planningto address these issues.
