【 摘 要 】
The book focuses on three overarchingthemes: fiscal consolidation and growth; social development;and, quality of government, and, documents Ecuador'sdevelopment trends, policies, and options. The fundamentalchallenges facing the country are identified within thisbook, and the solutions represent a break with the past:this is a proposal for an agenda with a broad, andintegrated vision of economic, and social development inEcuador. As a central message, the book outlines thatalthough economic growth is a necessary condition to combatpoverty, it would however be insufficient, unless growth issustainable, and participatory, i.e., that broad sectors ofthe most vulnerable population (such as marginalizedindigenous populations) are included. Thus, the argument forpreserving stability with fiscal discipline, andaccelerating growth with competitiveness, is based on aguaranteed balanced macroeconomic framework, that promoteseconomic expansion and competitiveness by making inputmarkets - particularly the labor market - more flexible, byopening the economy to foreign trade, and eliminating tradepolicies. Expansion of the petroleum sector should beaccelerated through legal and regulatory changes to prodfiscal stability, and promote private investments. Boostingsustainable, and equitable social development can be ensuredby the government through actions focused on human capitaldevelopment, improved quality of education and healthservices, and efficient social safety network. And inbuilding a quality government that serves its people, andfights against corruption, the book stipulates regulatoryreforms, and provision of direct services, within a strategycomplemented with strengthened civil service, and deepeningof the judicial reform, in the general context of decentralization.
