【 摘 要 】

The introduction of new high-yieldingvarieties of cereals in the 1960s, known as the greenrevolution. Changed dramatically the food supply I Asia, aswell as in other countries. The authors examine over anextended period, the growth consequences for agriculture inIndonesia, the Philippines, and Thailand. Despite geographicproximity, similar climate, and other sharedcharacteristics, gains in productivity, and income differedsignificantly among the countries. The authors quantifythese differences, and examine their determinants. They findthat the new technology changed the returns to fertilizers,irrigated land, and capital, all of which proved scarce tovarying degrees, Complementing technology-related changes infactor use were investments - public and private - driven inpart by policy. The authors find that factor accumulationplayed an important role in output growth, and thataccumulations from policy-driven investments in humancapital, and public infrastructure, were important sourcesof productivity gains. They conclude that policies that easeconstraints on factor markets, and promote public investmentin people, and infrastructure, provide the bestopportunities for agricultural growth.
