【 摘 要 】
In the Middle East and North AfricaRegion, forest resources are generally limited, as is theircontribution to GDP, and it is for this reason theirimportance is often overlooked. However, forestry'scontribution to natural resource and environmentalmanagement, is significant, which should not beunderestimated. The report, implemented as an input to thedevelopment of a Bank Forestry Strategy in guiding its workin the sector, reviews the Bank-assisted forestry projectsin the region over the last ten years, defines the regionalforests, and describes its current status, and relatedpolicy and economic issues, including the need of civilsociety, and private sector involvement in forestry relatedissues. It is highlighted that ultimately, the decisionstaken on the directions to be followed by the Bank, would bebased on sound knowledge of the overall regional aspects,proposing Economic and Sector Work for the future. Thereport outlines appropriate policy formulation and technicalsolutions, but emphasizes that local communities must bedirectly involved in the planning, implementation, andmonitoring of forestry development activities. This approachimplies that public administrations, responsible forforestry development, become fully decentralized, andcapable of strengthening local capacity.
