【 摘 要 】

The chapters in this volume underscorethe transformative role of globalization and urbanization,and show the interplay between these forces. Trade reformand liberalized foreign investment regimess have contributedto the spatial reallocation of economic activity towardcities, especially those cities that can attract and nurturehuman capital and strong connections to other markets.Global factors have, therefore, reinforced agglomerationeconomies in shifting economic clout toward cities, and inso doing they may be exacerbating regional disparities inincomes. The rise of cities is changing political dynamicsin developing nations. It is forcing a reappraisal ofexisting constitutional structures and center-localrelations, as well as the important--and perhaps moremundane-- arrangements for funding and organizing investmentby subnational entities. At the same time, democratizationis reinforcing the pressures for local autonomy. Thisperspective shifts the debate away from whether or notglobalization is undermining the role of the central stateand toward one about the appropriate allocation ofresponsibilities and resources to different layers ofgovernment. Strong arguments support the position thatmunicipalities can, with the appropriate resources andpolitical structures to ensure their responsiveness to localneeds, make substantial improvements in the well-being ofurban residents. Experience suggests that some statefunctions ought to remain with government.
