【 摘 要 】

Peru has reached a crossroads foreducation policy at the beginning of the 21st century. Thestatus quo reflects major accomplishments. One direction forpolicy would, therefore, involve useful but relativelylimited improvements in the current situation. Thisdirection, however, may prove inadequate to fulfill thecountry's goal of having a highly educatedcitizenry--fully competitive by international standards--tounderpin poverty reduction and to facilitate economic andsocial development. A second generation of reform would berequired if this direction were taken. This study exploresthese issues and lays out options for a second wave ofreform. Either of the broad directions for policy will needto identify specific ways of improving educational quality.This report analyzed the factors affecting fourthgraders' mathematics achievement levels in 1996 toidentify options to improve quality. The findings areencouraging in indicating potential directions where changecould make a difference. The analysis found that aftercontrolling for a number of explanatory variables, theperformance of poor and extremely poor departments wasbetter than non-poor departments of education. To level theplaying field for all Peruvian children, then, it isnecessary to improve equity, quality, and efficiency inplanning and policy.
