The Red Sea and Gulf of Aden containsome of the world's most important coastal and marineenvironments and resources. In view of their environmentaluniqueness, the threats they are facing, and the need foractions, the preparation of the Strategic Action Programme(SAP) for the Red Sea and the Gulf of Aden was initiated inOctober 1995. THE SAP process, coordinated by the RegionalOrganization for the Conservation of the Environment of theRed Sea and Gulf of Aden (PERSGA), has been undertaken withsupport from the countries of the region, the GlobalEnvironmental Facility (GEF), selected internationaldevelopment institutions, and donor organizations. The SAPsupports and facilitates the primary goal of PERSGA, whichis the conservation of the environment of the Red Sea andGulf of Aden. The goals of the SAP are to develop a regionalframework for protecting the environment and the sustainabledevelopment of coastal and marine resources. The Programoutlined in the SAP focuses on both preventive and curativemeasures required to maintain the rich and diverse coastaland marine resources of the Red Sea and Gulf of Aden. TheSAP is a significant process for reaching agreementconcerning environmental trends, threats, and priorities ata regional level. It is also a product in the form of anAction Programme which provides a framework for continuedcooperation in reaching short-, medium-, and long-term goalsthrough a series of complementary actions at all levels.
