【 摘 要 】

This report summarizes the responses ofBangladeshi Class I (highest level) public sector officialsto a survey seeking opinions on a number of civil serviceissues, from personnel management practices to rewards anddisciplinary actions, and from employees' sources ofincome to the budget environment and procurement processes.Survey results show instances in Bangladesh's civilservice where professional conduct is perceived to besacrificed at the expense of personal and politicalconcerns. Surveyed officials express a concern overpatronage appointments in the recruitment of Class III andIV staff and unfavorable postings and transfers at thehigher level. Corruption, insufficient budgetary allocation,and unpredictable budgets are identified as key impedimentsto achieving organizational objectives. The report utilizesthe survey data to test prior assertions against the surveydata. Data is analyzed to establish that institutions domatter for accountability; to explore an empiricalassociation between elements of institutional environmentand accountability; and to generate potential accountabilitypayoffs for certain reform interventions. The analyzes showthat reduced interference by politicians from outside andwithin the organizations, less micro-management by verysenior civil servants and merit-based recruitment to Class Ijobs will be most effective in reducing the perception ofpervasive corruption.
