【 摘 要 】

Given the impact of the multipillarapproach to pension reform and the diversity of itsimplementation, the authors, who presented papers at the1999 conference on "New Ideas About Old AgeSecurity," re-examine the evidence and thinking onpensions and retirement security. This report examinesglobal issues on pension reform which help put inperspective three major sets of questions. A first set ofquestions deals with generic issues that concernpolicymakers worldwide, almost independently of apporachesto reform. Most prominent but also least understood are theeconomic policy questions regarding the economiccircumstances that are most conducive to the initiation of areform and to its eventual success. Equally important arequestions relating to the coverage of the labor force undera reformed system. Other questions concern the distributiveeffects of reformed systems with respect to generation,income group, and gender. A second set of questions islinked with a move toward funded provisions under amultipillar approach. A third set of questions concerns themultipillar reform approach itself. A wide consensus hasemerged inside and outside the World Bank about themultipillar framework, but that consensus does not extend toseveral key issues regarding how the framework should beimplemented in practice. The introduction to this reportsums up each chapter in the report and concludes with adiscussion of policy issues and on areas requiring further research.
