【 摘 要 】
This Annual Review of DevelopmentEffectiveness (ARDE) builds on previous reviews, i.e., the1998 review, released in a hostile environment of financialcrisis, concluded that improvements in project performancecannot be enough, that improvements at a higher plane ofprogram, and country performance should also be present;and, the 1999 review, inscribed within the ComprehensiveDevelopment Framework dilemmas, and challenges, identifiedpractices for dealing with those challenges, namely to bebased on country commitments to poverty reduction, andsustainable growth. The ARDE 2000 finds that progress wassolid on a broad front, but that further progress is likely.Portfolio performance is likely to exceed the StrategicCompact target of seventy five percent satisfactoryoutcomes; and, sustainability, and institutional developmentratings reflect improvements. Though progress iscommendable, this review examines four tensions the Bankfaces: learning to reconcile client, and corporatepriorities; adapting global prescriptions to localconditions; balancing country performance and povertyincidence in allocating its resources; and, achievingefficiency/selectivity, seeking to implement a holisticvision of development. Bank strategies should acknowledgeclient needs, judicious adaptation to institutional, social,and political fronts should be pursued, and, an approach topoor-performing countries should be addressed.
