The document is an assessment of theimpacts of a large sample of the Multilateral InvestmentGuarantee Agency (MIGA) assisted investments, reflecting tovarious degrees, the actual impacts in the twenty sevencountries it operated. However, these differences should notmask the reality that, relative to the investment-specificanticipated impacts, these investments generally met, orexceeded the original anticipated impacts. For regardless ofsome difficulties, and failures, the broad positive impactof these projects is evident. The present analysis bothencompasses, and extends the analysis of 1998, and,represents a comprehensive evaluation of the developmentimpacts of foreign direct investments, ever undertaken by aninvestment insurer, offering a research that explores thenexus between private investment, and development acrossmultiple dimensions, and time. A description of MIGA'sdevelopment mandate is offered, as described in theAgency's Convention and Operational Regulations, and abrief overview of MIGA's growth since inception isprovided, highlighting the increasing regional, and sectoraldiversification of its portfolio. A comparison ofanticipated, vs. actual benefits for some quantitativeindicators is provided, as well as an analysis of impactswithin a multidimensional framework. Two case studies arepresented, and the lessons learned lay the foundation forfuture work.
