【 摘 要 】

Exploration for petroleum occurs on thebasis of government-granted concessions, leases, orcontracts whose terms and conditions are established by lawor negotiated case by case. An important part of thesearrangements is the fiscal terms and conditions-bonuses,rentals, royalties, and taxes. The author looks at fiscalsystems around the world and draws some conclusions abouthow governments compete for exploration investment.
