In the past few years, state powercompanies in many countries have offered independent powerproducers (IPPs) the opportunity to tender for new orexisting generation. Often unrecognized is what may be anunintended consequence of introducing IPPs: they plant theseeds for a top-to-bottom change in the structure andoperation of government-owned utilities.
