【 摘 要 】
The proclaimed priority of exportscontained in many development plans, Poverty ReductionStrategy Papers, and similar documents will remain hollow ifit is not supported by forceful reforms that counter biasesagainst exports. Once such reforms are implemented, much canbe gained from reforming trade promotion organizations alongthe lines of the above recommendations -or from simplyeliminating organizations that cannot be reformed.
