This note, summarizing recent researchby Paul Collier and Anke Hoeffler, presents a theoreticaland empirical analysis of the effects of economic policy andaid on the risks of conflict. It finds that aid and policydo not have direct effects on conflict risk. However, bothdirectly affect growth and dependence on primary commodityexports, and these in turn affect conflict risk. Simulatingthe effect of a package of policy reform and increased aidon the average aid recipient country, it finds that ifsustained for five years the risk of conflict is reduced bynearly 30%.
