While often modern technology tends tobypass local communities in remote regions, recenttechnological advancements in communications have erasedgeographical distances, and infra-structural bottlenecks:located in some fifty kilometers north of Kampala, Uganda,in a remote village, the Nakaseke Multi-purpose CommunityTele-center, has introduced new information, andcommunication technologies to this rural area, and catalyzeda number of development activities in the region. TheTele-center is part of a chain of five donor supportedTele-center projects in Africa, whose overall objective isto stimulate rural development, by facilitating access toinformation, learning resources, and communicationtechnologies by the Nakaseke, and Kasangombe communities,and to support improved medical services throughtelemedicine. The early involvement of the communities,helped mainstream Tele-center issues into communityactivities, by localizing its applications to anunderstandable level for the communities. Nakaseke is asuccessful example of transferring the maintenance costsfrom donors, to the local communities, thereby movingtowards sustainable local ownership. Among its challenges,the development of a framework for informationdissemination, sharing, and networking is in the process, byforging practical linkages within information communicationtechnology initiatives in, and outside the country.
