The World Health Organization (WHO) andthe World Bank jointly issued the world report on roadtraffic injury prevention on world health day 2004,dedicated by the WHO to the improvement of global roadsafety. The report's publication signaled a growingconcern in the global community about the scale of thehealth losses associated with escalating motorization and arecognition that urgent measures had to be taken tosustainably reduce their economic and social costs. Thepurpose of these guidelines is to promote a safe systemapproach to road safety management and specify a managementand investment framework to support the successfulimplementation of the world report recommendations. Theguidelines provide practical procedures designed forapplication at a country level to accelerate knowledgetransfer and sustainably scale up investment to improve roadsafety results. They have been prepared to assist countryroad safety professionals, World Bank and regionaldevelopment staff, international consultants, communitygroups, private sector organizations and all other global,regional and country partners and stakeholders supportingcountry road safety investments.
