【 摘 要 】
This book identifies the achievementsand challenges of social policy in Peru. Its objective is toprovide the new presidential administration of Peru with adiagnostic of the main problems that need to be overcome toimprove education, health care, and anti-poverty programs,and with recommendations on how to overcome these problems.The diagnostic uses international comparisons that put incontext the achievements in coverage, quality, and equity,and presents an analysis of the evolution and distributionof public expenditures and of the service deliveryinstitutions. In recent decades, there have been severalattempts to solve some of the problems identified in thisstudy through the introduction of reforms; the analysis ofthe success and limitations of these reforms is used toobtain lessons and to make recommendations. The analysis ofeach sector uses a combination of quantitative data fromsurveys and administrative information systems andqualitative information from hundreds of interviews withparents, children, teachers, nurses, doctors, and municipal,regional, and ministerial authorities in different regionsof the country.
