【 摘 要 】

The purpose of this guidebook is toprovide practical advice to local governments (LGs) indeveloping countries on how to establish and maintain aprocess of planning and funding capital investment as aregular activity integrated with other activities of the LGand based on principles of good public management. Theguidebook is addressed mainly to cities that have not yetestablished such a process or are interested in revisingtheir current processes. The guidebook is written fordecision makers and technical experts in LGs who are engagedor should be engaged in this process. The guidebook isdesigned primarily for urban LGs, but much of theinformation is useful for mixed or rural jurisdictions aswell. This guidebook also is useful for the staffs of donoragencies and/or consultants who assist cities in municipaldevelopment projects. This guidebook is one instrumentintegrated with other World Bank urban programs andinstruments that support sustainable urban development indeveloping countries within the framework of the World BankUrban and Local Government Strategy. These other urbanprograms include the: (1) Urbanization Review Framework(URF), which provides macro-level diagnostic tools toidentify key policy issues related to urbanization and theinvestment priorities for it; (2) Eco2: Ecological Cities asEconomic Cities (city or metropolitan sustainable urbandevelopment initiative that assists developing countrycities to achieve environmental and economic sustainability;and (3) Disaster Risk Management Program (DRM). Thisguidebook will help LGs prepare specific capital investmentplans (CIPs) based on their national urbanization strategiesand city-based sustainable urban development planselaborated through the Eco2 initiative and/or variousDisaster Risk Management Program (DRM) instruments. Theguidebook will be especially useful to LGs if they haveadopted their urbanization strategies and established clearinvestment priorities.
