【 摘 要 】
This paper applies the GrowthIdentification and Facilitation Framework developed by Linand Monga (2010) to Nigeria. It identifies as appropriatecomparator countries China, India, Indonesia, and Vietnam,and selects a wide range of industries in which thesecomparator countries may be losing their comparativeadvantage and which may therefore lend themselves totargeted interventions of the government to fast-trackgrowth. These industries include food processing, lightmanufacturing, suitcases, shoes, car parts, andpetrochemicals. The paper also discusses binding constraintsto growth in each of these value chains as well asmechanisms through which governance-related issues in theimplementation of industrial policy could be addressed.
