【 摘 要 】
The world's climate is changing. Itis well recognized that technical standards and projectspecifications of public infrastructure have to be adjusted, depending on the climate. However, it is less recognizedthat the public infrastructure procurement also needs to beadjusted. This paper examines a particular case of ruralroad procurement in Nepal. Severe weather conditions, suchas heavy rains and storms, are likely to interrupt civilworks and wash away unpaved or gravel roads. It is foundthat heavy precipitation causes delays, but not costoverruns. The paper also shows that budgetary efficiency andcredibility could be improved by taking climate conditionsinto account. If future precipitation were anticipated bybackward-looking expectations, many large project delayscould be avoided. If the autoregressive precipitation modelwere used, the vast majority of the observed delays could be eliminated.
