【 摘 要 】
Services are failing poor urban andrural people in the developing world, and poverty remainsconcentrated in rural areas and urban slums. This state ofaffairs prevails despite prolonged efforts by manygovernments to improve rural and urban services anddevelopment programs. This book focuses on how communitiesand local governments can be empowered to contribute totheir own development and, in the process, improveinfrastructure, governance, services, and economic andsocial development, that is, ultimately, the broad range ofactivities for sustainable poverty reduction. Countries andtheir development partners have been trying to involvecommunities and local governments in their own developmentsince the end of Second World War, when the first coloniesgained independence in South Asia. Pioneers in both Indiaand Bangladesh (then a part of Pakistan) developed a clearvision of how it will be done: local development should beplanned and managed by local citizens, their communities,and their local governments within a clearly defineddecentralized framework that devolves real power andresources to local governments and communities. Capacitysupport will be provided by technical institutions andsectors and nongovernmental institutions.
