【 摘 要 】
The role of parliament inconflict-affected countries becomes even more evident whenthe correlation between poverty and conflict is considered.This book is pioneering in that it considers whatparliaments in conflict-affected countries can do, whileperforming their normal everyday functions, to not onlycontribute directly to conflict prevention but also aidpeace building by combating poverty. By addressing issues ofpoverty, equitable distribution of resources, and economicdevelopment, parliamentarians can attempt to guard againstthe creation of an enabling environment that is prone to theescalation of conflict. In line with their respectivemissions, the World Bank Institute and the CommonwealthParliamentary Association have examined issues facingparliamentary development in the hope of strengtheningparliaments' capacity to tackle the diverse challengesthey face. Among those challenges is meeting growingcommunity expectations of the contribution parliaments maketo resolving important issues and addressing communitydemands. In recognition of the rising number of parliamentsthat are operating in conflict-affected societies, the WorldBank Institute has sought to better understand thechallenges faced by parliaments in conflict-affectedcountries and the role parliaments can play in conflictmanagement and poverty alleviation.
