【 摘 要 】
The Millennium Development Goals aim foruniversal primary education by 2015 and gender equality inenrolments at all levels of education. The Education for All(EFA) initiative lays out a strategy for achieving thesegoals. The Bank's own strategy stresses the schoolquality aspects of EFA, emphasizing the need to focus onpreserving learning outcomes while access to education isexpanded. This report assesses the impact to date of theefforts over the past 15 years toward increasing thequantity and quality of basic education in one Africancountry, Ghana.
