The severe cyclone storm"Phailin" that hit the coast of Odisha on October12, 2013, brought with it very high speed winds and heavyrainfall that caused extensive damages particularly tohouses, standing crops, power and communicationinfrastructure in the coastal districts of the state. Theneed to immediately start recovery and reconstruction workafter Cyclone Phailin, especially in the affected districts,has prompted the state government, in collaboration with theWorld Bank and the Asian Development Bank, to initiate anassessment of the recovery needs in order to draw up acomprehensive recovery framework. This rapid damage andneeds assessment report details the damage caused due to thestorm, and the action taken for effective recovery after theimpact. It provides a detailed analysis of the affectedsectors, the extent of damages sustained, the reconstructionand recovery needs, and the recovery strategy.
