【 摘 要 】

The Rapid Assessment Framework (RAF) isa central component of the Energy Efficient CitiesInitiative (EECI), launched by the Energy Sector ManagementAssistance Program (ESMAP) in collaboration with the urbanAnchor in 2008. The World Bank's key objective for theRAF is to create: 'a practical tool for conductingrapid assessment in cities to identify and prioritizesectors and suggest specific energy efficiencyinterventions.' Thus, the RAF will be used to helpidentify areas of energy use for further focus, develop anoutline energy efficiency strategy, and guide potentialfuture investment by ESMAP. The principal aim of the RAF isto provide a practical analytical framework for conductingrapid assessment of a developing country city's energyprofile and performance for different activities acrossdifferent sectors. This information is then used to identifysectors where the most improvements can be made, and providea range of energy efficiency recommendation options for eachsector, along with a list of possible actions. An outlineenergy efficiency strategy should ultimately be generatedfrom this information to guide potential policy andinvestment options, helping the city to save energy andmoney. The sectors include transport, buildings, water/wastewater, public lighting, solid waste, and power/heating. Theorganizational management practices of the City Authority(CA) that span all of the sectors are also considered tocapture cross-sector integration and achieve an overallefficiency in the urban system.
