【 摘 要 】

This report presents the findings andrecommendations of a Pre-electrification Survey done inpreparation for the Asmara Power Distribution and RuralElectrification Project. The survey was designed tocharacterize energy use in existing institutions, commercialenterprises and households before electrification and,thereby, set a baseline for monitoring and evaluation of theimpacts of the project going forward. The report begins witha summary of the survey s main findings. It continues withan introduction describing the background of the project.Section 1 presents an estimation of electrification sbenefits using the household survey data. Section 2discusses recommendations for ongoing monitoring andevaluation of the project. An appendix follows.
