【 摘 要 】
The objective of the South AfricaInvestment Climate Assessment (ICA) is to evaluate theinvestment climate in South Africa in all its operationaldimensions and to promote policies to strengthen the privatesector. The investment climate is made up of the manylocation-specific factors that shape opportunities andincentives for firms to invest productively, create jobs,and expand. These factors include macroeconomic andregulatory policies, the security of property rights and therule of law, and the quality of supporting institutions suchas physical and financial infrastructure. The main source ofinformation for the ICA is a survey of over 800 formalprivate enterprises. The survey includes data on firmproductivity, the cost of doing business, the regulatoryenvironment, the labor market, the financial sector, thetrade regime, and levels of investment. The analysis linksbusiness environment constraints to firm-level costs andproductivity. Also, the investment climate and performanceof firms in South Africa can be compared with those of firmsin the more than 70 low- and middle income countries inwhich Investment Climate Surveys (ICSs) have been conducted.
