【 摘 要 】
The report covers the proceedings of theWorld Bank Conference on Evaluation and Development, whichprovided the opportunity for debate, and discussion onlessons learned from evaluations of poverty reductionprograms, to partnerships, and participation in evaluation.It presents the addresses of the plenary sessions, papers,and excerpts, on the Conference topics, which included therole of targeted poverty reduction policies, and programs,the design of social funds, safety nets, and ways to includecivil society, and private participation towards effectivedevelopment. Evaluation methodologies figured prominently inthe conference discussions, focusing on measuringdevelopment impact, with special emphasis on factoring inexternalities, and in evaluation design. The lessonslearned, question poverty reduction strategies, describinginstead the success in making development interventionscontext-specific, in taking a holistic view, and inbroadening the poverty concept. Institutional change isaddressed in the context of social capital, stressing itsimpact as a major challenge for future poverty alleviationefforts. To summarize, the need to better reconcile thedifferent expectations, particularly that of the poor, isemphasized, as well as the need for decisive strategic evaluation.
