【 摘 要 】

In 1989, the Argentine governmentinitiated rapid privatization of infrastructureservices-mainly gas, telecoms, electricity generation andtransmission, and water and electricity distribution in theBuenos Aires metropolitan area.The author reviews theperformance of the agencies set up to regulate theprivatized utilities against criteria for good design:independence, autonomy, expertise, and accountability.Hisassessment: the Argentine experience so far shows that thebiggest challenges to regulatory design are achievingpolitical independence and introducing rules to ensure accountability.
