【 摘 要 】

In the United States the courts havelong been involved in the oversight of regulators. In theUnited Kingdom, which created its utility regulators fromscratch in the 1980s, an alternative system was sought. Thissystem centers on three concerns: the procedure followed bythe regulator, the substance of the decisions, and theacceptability of the decisions to the public. Three maininstitutions have oversight roles: the CompetitionCommission (formerly the Monopolies and Mergers Commission),parliamentary select committees, and the courts. This Notereviews the roles of these institutions.
