The objective of Chile's portreform, is to encourage investments for improved portequipment, in the hope that this will lead to more efficientservice, in part by attracting larger, more modern ships.The first four major concessions, under which integratedterminals are run exclusively by private companies, startedoperations in January 2000. The integrated approach to portservices replaces a system of free entry of multiplestevedoring companies. This note reviews how the concessionswere designed: the criteria for the winning bids, the rulesto prevent concessionaires' abusing their monopolypower, the rules to encourage investment, and the provisionsfor redundant workers.
