【 摘 要 】
This evaluation assesses the relevanceand effectiveness of Bank support for public sector capacitybuilding in Africa, over the past 10 years. It draws onstudies of Benin, Ethiopia, Ghana, Malawi, Mali, andMozambique; aggregate assessments of country strategies andoperations across the Bank's Africa Region; and,reviews of three corporate and Regional programs dedicatedto capacity building-the World Bank Institute, theInstitutional Development Fund, and the Bank-supportedAfrican Capacity Building Foundation. Main findings suggestrecent changes in approach have made Bank support morerelevant; most capacity support remains fragmented;sector-specific capacity building approaches needstrengthening; tools and instruments could be moreeffectively and fully utilized; and, quality assurance isinadequate. These findings underscore the importance ofapproaching capacity building in Africa as a core objective,and ensuring that Bank capacity building support iscountry-owned, results oriented, and evidence-based. Theevaluation recommends that: the Bank strengthen itsknowledge base, and amplify its framework for public sectorcapacity building, to better help countries; sector andthematic leadership should develop sector-specific guidanceon diagnosing public sector capacity needs, and ways ofmonitoring and evaluating interventions; regional seniormanagement should ensure that Country Assistance Strategiesare used effectively to help countries identify, andstrengthen the capacities they need to plan, implement, andmeasure the results of their poverty reduction strategies;and, the Bank should reassess what role training should playin its capacity building support, how it should be provided,and what should be the respective roles of a centraltraining unit, and Regional programs in any future supportfor this activity.
