【 摘 要 】
In recent years, global value chainshave played an increasing role in business strategies,profoundly affecting international trade and developmentparadigms. Global value chains now represent a major sourceof socio-upgrading opportunities and a new path fordevelopment. Trade, competitiveness and development policiesshould be reshaped accordingly to seize these opportunitiesand avoid the risks associated with greater participation inglobal value chains. This paper provides a framework andanalytical tools for measuring and improving acountry's performance with respect to participation inglobal value chains. With a clear operational focus, itprovides guidance for countries willing to join, maintainparticipation, and/or move up global value chains. With theultimate objective to increase the value (the developmentcontent) for trade, it also offers strategies to maximizethe benefits and minimize the risks of developingcountries' participation in global value chains.
