【 摘 要 】
This book focuses on the institutionalinnovations needed to lead the diffusion of the newinformation and communication technology (ICT) that can helptransform developing economies into knowledge economies andinformation societies. It shows that developing e-leadershipinstitutions is a long-term process, fraught withuncertainties, but a process that remains at the heart ofimplementing ICT-enabled development strategies. It focuseson improving governance and the delivery of public services, bridging economic divides, promoting social inclusion, anddrastically cutting transaction costs across the economy. Itseeks to exploit new sources of growth, employment, andcompetitiveness by promoting the ICT and IT-enabled servicesindustries and the use of ICT by small enterprises tonetwork and compete. This book draws on the experience ofSri Lanka to explore what is involved in moving from visionto implementation of a comprehensive e-developmentstrategy-the e-Sri Lanka program. The focus is on buildinglocal e-leadership institutions to drive this process andleveraging ICT to transform government and empowercommunities through e-government and e-society. Finally, toallow sound selection and management of projects, particularly in a national context, it is critical that theprogram be free from pressure by government, privatecompanies, or others that may seek to use the program toexercise their influence.
