This paper sets the strategic frameworkfor the International Development Association's (IDA)work in Africa, over the next several years. The strategyevolved over more than a year, as a result of extensiveconsultation with Africa Region staff, other Bank staff,external advisors, clients, partners, and representatives ofcivil society in the region. The strategy seeks to clarifyIDA's role within four pillars, i.e., reduce povertyand improve governance; invest in people; increase economicgrowth and enhance competitiveness; and, improve aideffectiveness. Three levels of measurement are proposed:IDA's own activities in policy dialogue, programs, andpartnerships; final country outcomes; and, an intermediateset of indicators that measure policy, and programeffectiveness. It also proposes to further the resultsagenda, by pushing toward result-based Country AssistanceStrategies (CAS), and mainstreaming statistical capacity asa core sector, and, sets benchmarks relating to each of thefour pillars for monitoring the success of its ownimplementation. The nest step would be to align IDAoperations with these priorities, by using the strategy toassist the discussions of CASs, and regional assistancestrategies, and the implementation of training, andcommunications to ensure the successful implementation ofthe strategy.
